object of this Ordinance is to
guard against the dangers arising from
overcrowding
the Steamers carrying
Chinese
passengers between Hongkong and Canton: Recent observation showed that some of the River Steamers were carrying as many as 1800 passengers besides cargo, and that
the Class of passengers carried necessitated the taking of Extra precaution against
calamity or other catastrophe.
This
